Can I start the conversation with WhatsApp sandbox environment?

WhatsApp only allows for conversation to be initiated by Business accounts via pre-approved templates. In our sandbox environment, you can only reply to incoming messages (MO) during your 24 hours window as we do not provide at the moment WhatsApp templates in our sandbox environment.
