How are calls to EU countries with a non-EU CLI billed?

Due to operator regulation in various EU countries, we are obliged to surcharge calls to European Economic Area (EEA) countries to cover our own cost risk.
Calls that are sent to EEA B-numbers with a NON-EEA A-number, or an invalid or incomplete A-number are surcharged with €0.25/minute.
Surcharged calls are specified on the CDR and monthly invoice.
